According to VNA, Dung asserted that sustainable livelihoods, especially for those vulnerable to climate change, are of utmost importance to developing countries. The impacts of climate change and extreme weather are devastating housing, ecosystems, and infrastructure, impacting economies and the fundamental human rights of vulnerable communities.

He further emphasized the critical role of the Loss and Damage Fund, established at COP28, in providing essential financial support to communities affected by climate change, particularly in developing nations.

Dung offered insightful solutions, such as empowering local communities through education, resources, and adaptation strategies, promoting sustainable agriculture and fishery practices for food security, and integrating climate adaptability improvements into social protection programs to bolster resilience among vulnerable groups.
