The Captain’s Order: Seamless Operations During Restructuring

Party General Secretary To Lam emphasized that top priority will be accorded to finalizing guiding documents and amending the 2013 Constitution. These efforts will be coupled with enhancements to legal institutions and regulations, thereby establishing a robust and efficient legal framework. This framework will, in turn, streamline organizational apparatuses, ensuring their smooth and effective functioning.

Agencies, units, and organizations were urged by Party General Secretary To Lam on April 14 to maintain uninterrupted, efficient, and effective operations during the restructuring process, ensuring no disruptions to duties, services, or local activities.

The request was made as he chaired the third meeting of the Central Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on the continued restructuring of the political system for greater efficiency. In attendance were Politburo members: State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and permanent member of the Party Central Committee’s Secretariat Tran Cam Tu.

According to the Party chief, who also heads the central steering committee, the revolution of streamlining the political system’s organizational apparatus is being carried out with urgency and decisiveness, garnering high consensus within the Party and broad public support.

He affirmed that the results achieved thus far validate the rightness and well-foundedness of the policies and decisions made by the Party Central Committee, its Politburo, and Secretariat, aligning with both the Party’s direction and the people’s will. Emphasizing the vast scope of work ahead, with closely interrelated tasks, Lam highlighted the need for the entire political system to uphold a strong sense of responsibility and enhance coordination in execution. Priority will be given to finalizing guiding documents, amending the 2013 Constitution, and improving legal institutions and regulations to establish a robust legal framework for effective implementation.

To ensure progress and adherence to timelines and plans, the General Secretary urged central and local agencies to proactively coordinate closely, consistently, and seamlessly in organizing the implementation of tasks.

Additionally, he requested that all localities, including those not undergoing mergers, urgently complete the draft documents for the provincial-level Party Congresses.

The Party leader acknowledged the heavy workload ahead as the country is simultaneously engaged in significant endeavors, including streamlining and reorganizing the political apparatus, restructuring administrative units, accelerating economic development, and preparing for Party congresses at all levels, culminating in the 14th National Party Congress.

He called on the members of the Politburo, the Secretariat, the Central Steering Committee, and leaders of central agencies to demonstrate a strong sense of responsibility and dedicate their time and effort to leading, directing, inspecting, guiding, and urging the implementation of tasks to ensure progress and achieve the set goals and requirements.
