Addressing a gathering of leaders from 21 prominent US universities at a high-level meeting in Hanoi on March 31, Prime Minister Pham Minh Chinh emphasized the pressing need for result-oriented cooperation, transcending mere memorandums.

The Prime Minister, outlining his vision for meaningful collaboration, stressed the importance of specificity, practicality, longevity, and effectiveness in projects. He identified key areas of focus, including AI, semiconductors, green energy, biotechnology, and marine and space technologies, as Vietnam’s top priorities for development.
The event, a showcase of academic diplomacy, united 30 Vietnamese universities, key government officials, and US Ambassador to Vietnam Marc E. Knapper, as both nations commemorate 30 years of diplomatic relations. With a significant presence of over 30,000 Vietnamese students in the US, PM Chinh advocated for a shift beyond mere student exchanges, toward building strategic alliances that foster human capital and innovation within Vietnam itself.

He highlighted the recent influx of interest from US corporate giants like Intel, NVIDIA, and Apple as a clear indicator of the need for educational institutions to prepare a future-ready workforce. PM Chinh emphasized the crucial link between universities and enterprises, calling for closer collaboration to ensure that training aligns with market demands. Vietnamese institutions, he noted, are keen to expand access to scholarships, dual-degree programs, and joint research ventures with American academic partners.
Additionally, PM Chinh urged US universities to champion policy changes in Washington, including recognizing Vietnam’s market economy status and lifting restrictions on high-tech exports. He believes that such changes would unleash the full potential of education and innovation partnerships, significantly contributing to Vietnam’s socioeconomic progress.
The IAPP 2025 event facilitated discussions on potential collaborations in STEM, ICT, digital transformation, green initiatives, public health, law, agriculture, and Vietnamese language studies. University leaders from both nations proposed faculty and student exchanges, curriculum development, and the establishment of joint innovation hubs to strengthen ties.
Ambassador Knapper and US academic representatives expressed their support for Vietnam’s education strategy, commending the country’s commitment to quality, access, and innovation. The presence of the US academic community in Vietnam goes beyond mere visitation; it seeks to build bridges and foster long-lasting partnerships.
Vietnam, demonstrating its dedication to education and training, allocates up to 20% of its total state budget to this sector, aligning with its strategy to accelerate progress in science, technology, and digital transformation. With a national GDP growth target of 8% for 2025, the Prime Minister underscored the vital role of a skilled and innovative workforce in Vietnam’s journey toward becoming a high-income nation.
“Education and training are at the forefront of our national agenda,” asserted the Prime Minister. “We value intelligence, time, and decisiveness, and it is our collective responsibility to transform good intentions into tangible outcomes.”
