THE HANOI TIMES — Hanoi is committed to developing a smart administrative platform that transcends traditional boundaries, aiming to cater to the diverse needs of its residents and businesses.

Nguyen Trong Dong, the Vice Chairman of the Hanoi People’s Committee, emphasized this vision at a recent gathering focused on science and technology development, innovation, and digital transformation within the city.

With a customer-centric approach, the municipal government strives to ensure the satisfaction of both individuals and enterprises interacting with the administrative system, recognizing them as its true customers.

Dong highlighted the importance of establishing an automatic monitoring and evaluation system, grounded in data transparency, to empower people and businesses to oversee the progress of their administrative procedures.

He particularly underscored the role of artificial intelligence (AI) in interconnecting data during the implementation of these procedures, ensuring a seamless and efficient process.

“The Hanoi People’s Committee, under the guidance of the government and with the support of the entire political system, has been dedicated to piloting a one-level public administration service center,” Dong stated, explaining how this initiative aims to revolutionize the way administrative procedures are handled.

Establishing a Comprehensive Network of Online Public Service Agents

Vice Chairman Nguyen Trong Dong shared that Hanoi has already inaugurated two branches of the Public Administration Service Center in the districts of Cau Giay and Tay Ho.

This strategic move represents a significant step toward their goal of providing boundaryless public services across the city.

These branches are tasked with various responsibilities, including the timely publication of administrative procedures, efficient management, and digitalization of records. They also monitor administrative transactions and collect fees in accordance with established regulations.

Demonstrating their commitment to accessibility, Dong announced that Hanoi plans to establish 10 additional branches across the city on April 1, strategically located within public postal and technology enterprises.

Furthermore, the Hanoi Public Administration Service Center has pioneered the Online Public Service Agent model, which has proven effective in enhancing government management efficiency. This innovation streamlines cumbersome procedures, saving time and costs for both citizens and businesses.

The center has also approved a roster of 94 online Public Service Agents operated by Vietnam’s leading telecommunications networks, including MobiFone, VNPT, and Viettel. These agents are authorized to facilitate online public administrative services, further expanding the reach and convenience of these crucial services.

By extending the Online Public Service Agent model, Hanoi is not only improving the convenience of online administrative procedures but also alleviating the pressure on the city’s police public offices, especially amidst the rising demand for passport issuance.

Embracing digital transformation, the city is committed to building a digital government, targeting an increase in the rate of online administrative procedures. By 2025, Hanoi aims to achieve the goal of having 80% of its residents utilizing online public services.
