Hanoi Unveils Smart Kiosk for Expedited Electronic Copy Certification

THE HANOI TIMES — The Hanoi Public Administration Service Center has unveiled an innovative smart kiosk designed to streamline the certification of electronic document copies, significantly reducing the complexity of administrative procedures.

Leveraging cutting-edge technologies such as artificial intelligence (AI), optical character recognition (OCR), and facial authentication, the kiosk enables users to complete the authentication process on-site with ease.

From verification to official signature and QR-coded copy printing, the entire process is completed in just 3-5 minutes—a substantial improvement over the 15 minutes required for manual methods.

Users simply scan their original documents at the kiosk, and the system automatically verifies authenticity, checks validity, and issues legally recognized electronic copies instantly.

At the November 10 launch ceremony, Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, emphasized the city’s leadership in fostering a service-oriented administration. “Our focus is on citizen-centric governance, data-driven decision-making, and technology as the catalyst for progress,” he stated.

“Administrative procedure reform is at the forefront of digital transformation. Even minor improvements yield significant benefits for citizens and businesses,” the official added.

Cu Ngoc Trang, Director of the Hanoi Public Administration Service Center, highlighted the system’s impact: “Monthly, we process nearly 70,000 certification requests, despite most communes having only one or two judicial officers.”

“This simple procedure disproportionately burdens officials and citizens alike, consuming excessive time and resources,” Trang explained.

The center plans to propose a city-wide expansion to the Hanoi People’s Committee, envisioning a paperless, distance-neutral, and unrestricted administrative model.

Smart kiosks will be deployed beyond government offices, extending to residential areas, commercial hubs, and public spaces, enabling citizens to complete procedures independently, anytime and anywhere.

“If implemented across Hanoi, the system could reduce printing and storage costs by 50%-60% annually, save travel time for hundreds of thousands, and elevate online public service utilization to over 80%,” the director concluded.
