The official visit aims to advance the key strategic directions and deepen the Comprehensive Strategic Partnership, as agreed by the top leaders of both nations during President Vladimir Putin’s state visit to Vietnam in June 2024 and Party General Secretary To Lam’s official visit to Russia in May 2025.

This visit provides a platform for leaders to discuss a wide range of bilateral cooperation issues, spanning economy, trade, oil and gas, science and technology, education, culture, defense, and people-to-people exchanges.

It offers an opportunity to strengthen legislative cooperation, advance critical projects, overcome existing barriers, and set future directions for collaboration.

As the supreme legislative bodies, both countries’ parliaments play a pivotal role in establishing the legal framework for bilateral cooperation and overseeing the implementation of high-level agreements.

During the visit, the two leaders will co-chair the fourth meeting of the Vietnam–Russia Inter-Parliamentary Cooperation Committee.

This marks the highest-level and first inter-parliamentary cooperation mechanism established between the National Assembly of Vietnam and a foreign legislative body.

The meeting will enable both sides to exchange legislative expertise, discuss parliamentary oversight of cooperation projects, and propose solutions for their governments to tackle existing challenges.

The Russia–Vietnam relationship is multifaceted and thrives in the spirit of a Comprehensive Strategic Partnership, with legislative cooperation playing a vital role, according to Russian Ambassador to Vietnam Gennady Bezdetko.

This marks Volodin’s third visit to Vietnam as Chairman of the State Duma, highlighting the significance both countries place on parliamentary diplomacy as a cornerstone of their comprehensive strategic partnership, as noted by Vietnamese Ambassador to Russia Dang Minh Khoi.


Vietnam and Russia Enhance Parliamentary Collaboration

The official visit of Chairman of the State Duma of the Russian Federal Assembly Vyacheslav Volodin to Vietnam on September 28–29, at the invitation of National Assembly Chairman Tran Thanh Man, will significantly contribute to deepening the Comprehensive Strategic Partnership and strengthening the robust ties between the two parliaments.
