Vietnam’s cultural industries strategy identifies 10 key sectors: film, fine arts, photography, exhibitions, performing arts, software and entertainment games, advertising, handicrafts, cultural tourism, creative design, television, radio, and publishing. These industries are pivotal in producing innovative, technology-driven, and intellectual property-based products that cater to cultural consumption while fostering international integration and sustainable development.

The primary objective is to elevate cultural industries into a robust economic pillar, characterized by strong growth, increased exports of cultural products, and enhanced global promotion of Vietnam’s cultural identity, heritage, and creativity. A significant focus is placed on developing the entertainment industry to meet the diverse needs of both locals and tourists, thereby strengthening Vietnam’s soft power on the global stage.

By 2030, Vietnam aims for its cultural industries to achieve an average annual growth rate of approximately 10%, contributing 7% to the national GDP. The workforce in these industries is projected to grow by 10% annually, accounting for 6% of total national employment. Additionally, the number of enterprises operating in cultural industries is expected to increase by 10% each year, with the export value of cultural products growing at an annual rate of 7%.

Looking ahead to 2045, Vietnam envisions the sustainable development of its cultural industries, with revenue contributing 9% of GDP and employment reaching 8% of the national workforce. Digital cultural products are expected to dominate, comprising over 80% of total cultural output. The export value is projected to grow at an average annual rate of 9%, positioning Vietnam as a leading cultural and entertainment hub in Asia and solidifying its presence on the global cultural industry map.

The strategy underscores the importance of developing cultural industries based on the unique strengths of each locality, particularly within major economic regions. Select provinces and cities with favorable conditions will be designated as regional cultural industry hubs. Vietnam also plans to cultivate a modern cultural business ecosystem that seamlessly integrates creativity, production, marketing, distribution, and intellectual property protection.

From now until 2030, Vietnamese cultural products will primarily cater to domestic market demands while expanding exports, particularly to countries with significant Vietnamese communities. By 2045, cultural products will be developed with an emphasis on professionalism, innovation, and strong international competitiveness.

Strategic investments will be directed toward six priority industries: film, performing arts, software and entertainment games, advertising, handicrafts, and cultural tourism. The strategy outlines key initiatives, including raising public awareness of cultural industries, enhancing legal frameworks and policies, developing human resources, investing in infrastructure, fostering innovation and digital transformation, expanding domestic and international markets, and strengthening intellectual property protection.

The Ministry of Culture, Sports, and Tourism has been tasked with leading the strategy’s implementation, guiding ministries, agencies, and localities in formulating action plans, improving policy mechanisms, and establishing national databases on cultural industries. Additionally, the ministry will develop legal documents related to cultural industries management and collaborate with relevant ministries to create synchronized data systems and statistical indicators.
