THE HANOI TIMES — In a recent development, the Hanoi People’s Committee has released Official Dispatch No. 5514/UBND-DMPT, calling on all departments, agencies, and local authorities to promptly assess and finalize tasks related to science, technology, innovation, and digital transformation.

The directive emphasizes the completion of 2025 deliverables, especially those pending or scheduled for the fourth quarter, as outlined in the Central Steering Committee’s conclusions and Plan No. 139/KH-UBND, issued by the city government on May 16, 2025.
All municipal units are required to submit their progress reports to the Hanoi Department of Science and Technology by October 14, 2025, for further review and submission to the municipal government.
Additionally, the dispatch highlights the need for expedited fund disbursement for ongoing 2025 programs and proactive budgeting for 2026 initiatives. Agencies are instructed to propose funding allocations and seek necessary adjustments from relevant authorities to ensure seamless project execution.
Hanoi is also spearheading the emulation movement, “The whole nation emulates innovation and digital transformation in Hanoi for the 2025–2030 period,” as per Plan No. 190/KH-UBND, dated July 18, 2025.
Departments and local governments are mandated to rigorously implement these directives and provide regular or special reports as needed.
Should any challenges arise during implementation, they must be reported to the Department of Science and Technology for evaluation and subsequent submission to the municipal government.
