THE HANOI TIMES — Hanoi is set to implement comprehensive measures to ensure seamless preparations and execution of the rehearsal, final run-through, and official ceremony commemorating the 80th anniversary of the August Revolution and National Day on September 2.

Tran Sy Thanh, Chairman of the Hanoi People’s Committee and Head of the Organizing Committee for the capital’s celebrations, emphasized this commitment during the committee’s meeting on August 8.
During the meeting, Pham Xuan Tai, Deputy Director of Hanoi’s Department of Culture and Sports, announced the establishment of six subcommittees to oversee the successful execution of the events: Parade and March, Content and Publicity, Health and Safety, Security and Traffic Management, Environmental Sanitation, and Logistics and Protocol.
The Capital Command has confirmed that all facilities and venues for parade and march rehearsals are ready, adhering to the scheduled timelines.
The Content and Publicity Subcommittee has devised a plan to install LED screens for public viewing of the ceremonies and parades. This includes six screens at key city parks and playgrounds, 15 screens along the parade routes, 136 screens in local communes and wards, and an additional 127 screens funded by community contributions, without internet connectivity for promotional purposes.
The Security and Traffic Management Subcommittee has outlined traffic control strategies, assembly points, and crowd management protocols to ensure public safety during the events.
The Environmental Sanitation Subcommittee has arranged for public restrooms to accommodate an estimated 70,000 attendees at Ba Dinh Square and along the event routes, while also enhancing street lighting, drainage systems, greenery maintenance, and road safety measures.

Hanoi’s Department of Construction has mandated a halt to all road and sidewalk excavation projects by August 15 to facilitate smooth movement for residents and visitors during the celebrations.
The Department of Tourism is collaborating with relevant agencies to prepare for international delegations, guests, and tourists, and has recommended early announcement of traffic restrictions to minimize disruptions during the events.
Representatives from central agencies discussed delegate allocation, invitation issuance, road closures, and coordination with city subcommittees to ensure maximum safety during the meeting.
Nguyen Manh Quyen, Deputy Chairman of the Hanoi People’s Committee and representative of the Logistics Subcommittee, stressed that final rehearsals should mirror the official ceremony in scale and conditions to identify and address potential challenges.
Duong Duc Tuan, Deputy Chairman and representative of the Security and Traffic Management Subcommittee, highlighted the importance of thorough inspections of grandstand areas A, B, and C to maintain order, security, and decorum.

Chairman Thanh urged subcommittee leaders to adhere strictly to the organizational plan and meet all deadlines. He emphasized the need for optimal conditions during preliminary, final, and official events, reiterated the August 15 deadline for halting roadworks, and instructed subcommittees to establish real-time coordination channels via Zalo groups. He also requested the finalization of guest lists, invitations, and seating arrangements for international, central, and local delegates by August 15, along with flexible traffic management to prevent congestion.
“Subcommittee leaders are expected to implement the ‘four-on-the-spot’ strategy during the September 2 parade and march to ensure uninterrupted duty performance,” Thanh emphasized.
The “four-on-the-spot” strategy, encompassing on-the-spot command, forces, resources, and logistics, is a critical emergency response principle employed for large-scale events, disaster prevention, and security operations.
During the National Day celebrations on September 2, this approach will ensure efficient coordination and rapid response, even in densely crowded areas with restricted movement.
