Ten outstanding citizens, who served as role models for the people of our capital, were recognized and celebrated at the Honoring Ceremony of Outstanding Citizens of the Capital in 2022. This special event took place in Hanoi on October 10 and coincided with the Review Conference on the “Good Persons, Good Deeds” movement, commemorating its 30-year anniversary from 1992 to 2022.

According to Tran Sy Thanh, Chairman of the Hanoi People’s Committee, the “Good Persons, Good Deeds” movement has become deeply ingrained in the cultural lifestyle and distinctive identity of the region, which boasts a rich history dating back a millennium. Over the course of the past three decades, this movement has made a significant impact.
“Up to this point, the city has honored nearly 30,000 individuals with the prestigious designation of “Good Persons, Good Deeds,” along with 119 exceptional individuals who have made remarkable positive contributions in their respective fields, earning them the title of “Outstanding Citizen of the Capital,”” he revealed.
“At the conference held today, the city bestowed the prestigious title of ‘Good Persons, Good Deeds’ upon 747 individuals, along with honoring ten exceptional individuals as the ‘Outstanding Citizen of the Capital’. This initiative contributes extensively to enhancing the capital’s garden of exemplary individuals and their commendable actions,” he remarked.

Notable Citizens of the Capital in 2022
Lt. Gen. Nguyen Quoc Thuoc is a distinguished individual who has served as a Hero of the People’s Armed Forces and is a respected member of the Veterans Association of Vinh Phuc Ward, Ba Dinh District.
Nguyen Quang Phung, also known as Quang Phung, is a distinguished member of the Hanoi Union of Literature and Arts. He is widely recognized for his exceptional skills and expertise in photography. With a keen eye for detail and a passion for capturing compelling moments, Quang Phung has established himself as a talented photographer. Through his work, he consistently delivers stunning and impactful visual narratives that captivate viewers. Whether it’s capturing natural landscapes or documenting human experiences, Quang Phung’s photographs are a testament to his artistic vision and dedication to his craft. As a member of the Hanoi Union of Literature and Arts, he continues to contribute to the artistic community and inspire fellow artists with his creative endeavors.

Attending the conference as one of the ten outstanding citizens of the Capital in 2022, Associate Professor Dr. Bui Thi An expressed her deep affection for Hanoi. Despite being from Nam Dinh Province, Hanoi holds a special place in her heart, as it is where she pursued her education and personal development. The city has served as a constant source of motivation for her unwavering commitment and dedication.
Feeling deeply touched as I recall the cherished memories shared with my friends during the historic era of the capital city, Hanoi, I affirm without a doubt: “No matter how much effort I put in, I will never be able to repay what Hanoi has offered me…”
According to the Chairwoman of the Hanoi Female Intellectual Association, she was born in Nam Dinh but primarily grew up in Hanoi, where she has resided for nearly 70 years. Throughout her career, she was employed at the Institute for Tropical Technology, now known as the Vietnam Academy of Science and Technology. It is only after her retirement that she has been able to dedicate more time to serving the city of Hanoi.
Since 2002, she has consistently led 29 projects, with 20 of them focusing on social issues, natural resources and the environment, agriculture, and rural areas specifically in Hanoi.
Some notable projects include environmentally friendly water treatment methods utilized in the treatment of Lake Thanh Cong, combined with efforts to raise awareness about environmental protection within the surrounding community. Another project worth mentioning is the sustainable treatment of Lake Van, located near Temple Literature in Hanoi, ensuring long-term cleanliness and ecological stability.
As a scientist, she has made significant contributions to the city by offering her expertise on pressing matters. Some of her notable achievements include investigating the causes and developing solutions for spontaneous combustion in motor vehicles, implementing drug abuse identification and prevention measures in schools, among others. Her expertise has had a tangible positive impact on the community and continues to drive progress in key areas.

Renowned photographer Quang Phung is highly admired and affectionately known as “the Man Who Tells Hanoi’s Stories through Photos.” With a remarkable career spanning over 90 years, this esteemed artist has produced a collection of invaluable images that beautifully depict the essence of Hanoi. Driven by an unyielding passion for capturing significant moments in every facet of life within the capital, Phung masterfully presents profound human philosophies through his work.
Quang Phung, an artist, shares that his deep affection for Hanoi stems from his upbringing and early years in the city. Born and raised in Hanoi, he developed a fondness for the capital during his childhood. Fond memories were created in his residence on Hang Gai Street, as well as within the charming corners of the old quarter. Additionally, the trams’ melodies and playful days spent with friends by Hoan Kiem Lake further nurtured his love for the city. Just as people regard Hanoi as the heart of the country, Quang Phung regards Hanoi as his own heart.
Quang Phung embarked on his photography journey in the early 1950s, capturing significant moments in the nation’s history. From the resistance against French colonial rule to the Liberation Day of the Capital and the historic “Dien Bien Phu in the Air” campaign, Phung documented the restoration of peace and the Vietnam’s fight against the US imperialists. His photographs commemorate these important events in the country’s struggle for independence.
Photographer Quang Phung captured numerous images of the troops and civilians in Vietnam’s capital during his tenure at the International Commission on Control and Supervision. His photographs chronicle the resistance period and document the activities of individuals on both sides of the battlefield.
The photo series captures the joyous atmosphere leading up to the liberation of Hanoi. On the morning of October 10, 1954, the unstoppable army approached the capital city, while the citizens eagerly poured into the streets to greet them. These photographs now stand as valuable documentation of a heroic era in Hanoi’s history.

Another outstanding citizen in 2022, Dang Thi Cuoi, Director of Cuoi Quy Hi-tech Organic Vegetable Production and Trading Cooperative, is one of Hanoi’s exemplary “new farmers”.
After gaining valuable experience and knowledge in high-tech vegetable farming in Taiwan, she decided to apply her skills back in her hometown of Dan Phuong Commune. Determined to make a positive change, she set out to establish an organic vegetable garden, becoming an exemplary figure in the local “new farmer” movement.
