THE HANOI TIMES — Hanoi’s Vice Chairman, Nguyen Manh Quyen, has officially approved the 1:500 detailed plan for the Hoang Mai – Giap Bat Parking and Commercial Center via Decision No. 6315/QD-UBND. This ambitious project spans over eight hectares in Dinh Cong Ward, marking a significant urban development initiative.

The center is envisioned as a state-of-the-art parking facility integrated with a shopping complex, office spaces, and warehousing. Leveraging advanced technology, the project seamlessly aligns with Hanoi’s urban infrastructure network, setting a new standard for modern development.
Strategically located adjacent to Dam Do Lake and in close proximity to Giap Bat Station, as well as key routes like Ring Road 2.5 and Ring Road 3, the site offers unparalleled connectivity for both transportation and commercial activities.
Initially, Aeon Mall had proposed a $280 million investment but withdrew in 2024. Subsequently, Thiso International Trading and Services JSC, a subsidiary of the Vietnamese conglomerate THACO, took over the project, rebranding it as the Hoang Mai – Giap Bat Parking and Commercial Center and advancing its development with local partners.
Xuan Nam Viet JSC and the Vietnam Planning and Architecture Consultancy JSC have been appointed as the official consultants responsible for the detailed planning phase. Their duties include managing legal procedures, ensuring stakeholder consultations, and maintaining the accuracy and consistency of project documentation.

During a community meeting in Dinh Cong Ward, Nguyen Tuan Anh, Chairman of the Ward People’s Committee, emphasized the project’s priority status. He highlighted its potential to generate hundreds of jobs, boost local commerce, and elevate the area’s service sector.
Tuan Anh assured residents of transparent planning processes and strict adherence to regulations in land clearance, management, and construction oversight. He also outlined the project’s role in transforming Dinh Cong into a modern urban hub, with upgraded infrastructure and architectural enhancements linked to major transportation networks.
“This project will redefine Dinh Cong, turning it from a residential area with aging infrastructure into a thriving commercial and service center,” Tuan Anh stated.
Local residents expressed optimism about the project’s timely implementation, anticipating solutions to parking shortages, new recreational spaces, and increased property values. They also foresee positive impacts on household incomes and local services.
Aligned with Hanoi’s 2030 master plan and vision for 2050, the project ensures full integration with the city’s transport network, providing a robust legal framework for land investment and construction.
Tuan Anh concluded that Dinh Cong Ward authorities, alongside consultants and investors, will continue community engagement efforts to ensure public support and smooth project execution. “With active local government involvement, this project is poised to become a landmark, propelling Dinh Cong into a key development zone in southern Hanoi,” he added.
