Vietnam Endorses WMO’s “Early Warnings for All” Initiative: Ambassador

THE HANOI TIMES — Vietnam wholeheartedly supports the World Meteorological Organization’s (WMO) Early Warnings for All (EW4All) initiative, viewing it as a strategic imperative rather than a mere project. This initiative holds the potential to significantly reduce human suffering and economic losses globally.

Ambassador Mai Phan Dung, Permanent Representative of Vietnam to Geneva, emphasized this stance during an extraordinary session of the World Meteorological Congress, held to commemorate the organization’s 75th anniversary.

He highlighted the WMO’s indispensable role as the global leader in meteorology, hydrology, and climate science, underscoring its contributions to building resilience and saving lives worldwide.

“Vietnam deeply appreciates the WMO and the United Nations for their efforts to establish early warnings as a global public good, safeguarding lives and critical infrastructure,” Ambassador Dung stated.

As a tropical monsoon country with an extensive coastline, Vietnam ranks among the most climate-vulnerable nations. This year alone, severe storms have inflicted tragic losses of life and livelihoods.

These experiences reinforce Vietnam’s resolve to take action and strengthen collaboration with the WMO and its partners. Ambassador Dung characterized the goal of closing the early warning gap by 2027 as both a moral obligation and an economic necessity.

“Vietnam is fully prepared to implement the EW4All roadmap. The climate crisis, marked by devastating extreme weather events, presents one of the most pressing challenges of our era, threatening decades of development progress and demanding collective, science-driven action,” the ambassador stressed.

The session holds particular significance as it coincides with the WMO’s 75th anniversary, an organization that has been pivotal in fostering international cooperation in meteorology, climate science, and hydrology.

Key highlights of the session include the Early Warnings for All initiative, the Global Greenhouse Gas Watch system, and the integration of AI in weather forecasting. Additionally, critical discussions on governance, youth engagement, and budget planning for 2026–2027 took center stage.

Commemorative events, such as a reception and drone demonstrations, celebrated the global meteorological community’s achievements and reaffirmed the WMO’s dedication to enhancing climate resilience worldwide.

Vietnam’s Hydrometeorological Advancements

According to a report by the Department of Hydrometeorology under the Ministry of Agriculture and Environment, Vietnam’s hydrometeorological progress is marked by proactive efforts to modernize its systems. A key focus is on enhancing early warning capabilities and leveraging cutting-edge technologies to mitigate the impacts of extreme weather.

This includes substantial investment in a comprehensive monitoring network, advanced forecasting techniques, and the development of specialized climate services to protect its population and support economic growth. Despite challenges, the sector remains committed to international cooperation and innovation, aiming to lead regionally.

Vietnam is expanding its monitoring network, with a target to increase the number of automatic stations to 95% for meteorological, water level, and rainfall measurements by 2030.

The sector is also integrating advanced technologies such as supercomputers, satellite data assimilation, artificial intelligence (AI), big data, and the Internet of Things (IoT) to enhance forecasting accuracy.

Vietnam’s hydrometeorological sector is dedicated to contributing to the UN’s “Early Warnings for All” initiative. A specific project aims to elevate forecast quality, targeting a reliability of 80%-85% for continuous forecasts in the near future.
