Hanoi Police on High Alert to Secure 14th National Party Congress

THE HANOI TIMES — On January 12, Hanoi Police convened a conference to outline the training outcomes for a comprehensive security strategy during the upcoming 14th National Party Congress.

Addressing the conference, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security, commended the units for their dedication and proactive efforts in preparing the plan, personnel, and equipment.

Tung emphasized that the primary objective is to maintain stability while rigorously enforcing the principle of “normalcy outside, strict control inside” and ensuring seamless traffic flow during the 14th Party Congress, scheduled to take place in Hanoi from January 19 to January 26, 2026.

He instructed units to execute coordinated operational measures, enhance early monitoring capabilities, and maintain heightened vigilance in cyberspace while fulfilling their duties.

Deputy directors of Hanoi Police have been tasked with overseeing their designated areas and fields, promptly addressing issues, and preventing the emergence of any unforeseen complex situations.

Tung underscored the critical nature of this period for national security, urging the Hanoi Police force to leverage their experience from the 80th anniversary celebrations of the August Revolution and National Day, and to apply all measures with precision and flexibility.

“The force must prioritize proactive prevention, timely deterrence, and strict enforcement against violators, ensuring no errors and maintaining constant readiness for any situation,” the director emphasized.

The comprehensive security plan for the 14th Party Congress has been meticulously and scientifically designed, adhering closely to the directives of the Ministry of Public Security, the municipal Party Committee, and the People’s Committee.

The plan ensures full coverage, assigns clear responsibilities to each unit, and deploys personnel, equipment, and technical resources to guarantee absolute security before, during, and after the Congress.

Efforts are also focused on preventing and combating all forms of crime, managing residency—particularly for foreign nationals—and safeguarding cybersecurity. The force is tasked with decisively countering acts that exploit technology or artificial intelligence to disseminate misinformation and undermine the Party and the State.

Hanoi Police are instructed to perform their duties without disrupting the daily lives of residents, while ensuring a secure environment for the successful execution of the Congress.
