THE HANOI TIMES — Today marks a historic moment as the United Nations Convention against Cybercrime, aptly named the “Hanoi Convention,” is set to be signed at 9 AM [October 25] at Hanoi’s National Convention Center.

Hosted by Vietnam under the theme “Uniting Against Cybercrime – Shared Responsibility, Secured Future,” this event signifies a pivotal step in global efforts to fortify cybersecurity—a critical priority for nations worldwide.
Organizers anticipate the participation of representatives from nearly 100 UN member states and over 100 international and regional entities, including UN agencies, financial institutions, cybersecurity experts, and international law specialists.
The opening session will feature keynote addresses by State President Luong Cuong and UN Secretary-General António Guterres, officially launching the convention’s core initiatives.

Following the inauguration, four plenary sessions co-led by Prime Minister Pham Minh Chinh and Secretary-General Guterres will address critical issues: safeguarding citizens in the digital age, enhancing global anti-fraud collaboration, capacity-building for international treaty implementation, and evidence-gathering strategies in cybercrime cases involving virtual assets and money laundering.
Concurrent high-level bilateral meetings and thematic workshops will emphasize the collective commitment of nations to protect cyberspace—often termed humanity’s “fourth frontier.”

Vietnam’s role as host underscores its rising global stature and leadership in the Asia-Pacific region and beyond.
Beyond a legal formality, the event serves as a platform for governments, organizations, and businesses to exchange insights and strengthen alliances against increasingly complex cyber threats.

Deputy Foreign Minister Dang Hoang Giang highlighted that the Convention aims to establish a universal legal framework for cybercrime, fostering cross-border collaboration, information exchange, and trust among nations with diverse legal systems.
Giang emphasized that hosting the event in Hanoi and naming it the “Hanoi Convention” represents a landmark achievement in Vietnam’s multilateral diplomacy.
Coinciding with the UN’s 80th anniversary (October 24), the ceremony symbolizes global unity and collective action against one of the 21st century’s most pressing challenges: cybercrime.
The “Hanoi Convention” transcends its legal purpose, embodying trust, shared responsibility, and international cooperation—a testament to Vietnam’s role in shaping a fair and sustainable digital future.
