THE HANOI TIMES — On October 10, Hanoi celebrated its ten most outstanding citizens, recognizing their remarkable contributions to the city’s and nation’s progress during a prestigious ceremony.
The event marked the 71st anniversary of Hanoi Liberation Day, a significant milestone in the city’s history.
According to the Hanoi Emulation and Commendation Council, the “Outstanding Citizens of the Capital” award is the highest honor bestowed upon individuals who have significantly advanced Hanoi’s socio-economic development.
The ceremony highlighted Hanoi’s deep appreciation for these citizens’ unwavering dedication, sacrifices, and active participation in various initiatives, all driven by their profound love for the capital.

Prime Minister Pham Minh Chinh emphasized the importance of emulation and recognition, calling it a cherished tradition and cultural heritage that has propelled Vietnam’s success over the past 80 years. He praised Hanoi for consistently leading the nation in performance.
“This tradition has guided our nation from one historic victory to another. As the capital, Hanoi has always set the standard for excellence,” Chinh remarked.
In 2025, Hanoi’s residents and government made significant strides in improving socio-economic conditions, particularly in suburban and rural areas, while reducing poverty.
The Prime Minister urged Hanoi authorities to inspire citizens and officials to drive the city’s growth, prioritizing science and technology as the foundation for future development.
Chinh also stressed the need for a resilient and efficient government, staffed by competent, politically steadfast, creative, and dynamic individuals ready to take risks and achieve new milestones.
Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, noted that 2025 is a pivotal year in Hanoi’s five-year socio-economic development plan.
Since its inception in 1992, the “Outstanding Citizens of the Capital” awards have honored individuals with innovative solutions that have fueled local progress.
Hoai credited the honorees for their contributions and expressed hope that the “Outstanding Citizens of the Capital” movement will continue to inspire officials, Party members, and residents to achieve even greater feats.
She launched the 2026 movement, focusing on promoting the city’s revolutionary traditions, patriotic emulation initiatives, and notable achievements.
