THE HANOI TIMES — Hanoi has greenlit two transformative projects set to redefine the city’s future: the Olympic Sports Urban Area in the southern district and the Red River Landscape Boulevard. These initiatives are poised to catalyze economic growth, urban renewal, and Hanoi’s vision for sustainable development.

On December 13, the 18th Hanoi Party Committee Executive Board unanimously endorsed the projects during a pivotal meeting chaired by Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc. Senior leaders, including Chairman Vu Dai Thang and Deputy Secretary Nguyen Van Phong, underscored the projects’ role in elevating Hanoi’s regional and global standing.

Ngoc emphasized the projects’ alignment with the 18th Party Congress Resolution and directives from Party General Secretary To Lam. “These initiatives are not just pivotal for Hanoi but also for the Red River Delta and Vietnam’s broader aspirations,” he stated. Together, they aim to create a “Red River miracle,” transforming Hanoi into a cultured, creative, and globally connected metropolis.

Following the Politburo’s endorsement, the National Assembly’s Resolution No. 258/2025/QH15 on December 12, 2025, granted special policies for Hanoi’s flagship projects, providing a robust legal framework for their realization.

Construction is slated to begin on December 19, 2025, with both projects targeting completion by February 3, 2030, coinciding with the 100th anniversary of the Communist Party of Vietnam.

Olympic Sports Urban Area: A Global Sporting Hub
Spanning 9,171 hectares across 11 communes, including Dai Thanh and Ngoc Hoi, the Olympic Sports Urban Area will integrate world-class sports facilities with residential and commercial developments. Designed to host events like the Asian Games and Olympics, the project will feature Zone A as a transit-oriented urban hub and Zone B as the central sports complex, including the Drum Bronze Stadium.

The Olympic Sports Urban Area will span 11 communes, blending sports infrastructure with urban living.

With an estimated investment of VND925.7 trillion (US$37.8 billion), the project is expected to house 751,000 residents. The main stadium is set for completion by 2030, with the entire project concluding by 2035.

Red River Landscape Boulevard: A Modern Urban Axis
The Red River Landscape Boulevard will stretch 80 kilometers along the riverbanks, from Hong Ha Bridge to Me So Bridge, covering 19 communes. The project includes a 45-kilometer underground metro line, 3,300 hectares of parks, and 2,100 hectares for urban redevelopment.

With a total investment of VND855 trillion (US$34.9 billion), the project is divided into four components, including a public park in Phu Thuong Ward, slated for groundbreaking on December 19, 2025.

A Vision for the Future
Both projects reflect Hanoi’s commitment to sustainable growth, innovation, and global connectivity. “These initiatives will not only reshape our city but also inspire confidence in our leadership and development trajectory,” said Standing Vice Chairman Duong Duc Tuan.

Senior city officials gather at the conference.

As Hanoi embarks on this ambitious journey, Secretary Ngoc called for unified action: “Let us ensure these projects lay the foundation for Hanoi’s next century of prosperity.” With broad consensus and institutional momentum, Hanoi is poised to redefine its skyline and its legacy.
