During the signing ceremony, Deputy Minister of Culture, Sports, and Tourism Trinh Thi Thuy highlighted the shared mission of both institutions: preserving, studying, and promoting the cultural and historical legacy of President Ho Chi Minh. This includes his ideology, moral principles, and lifestyle. Their ongoing collaboration, she noted, has strengthened mutual understanding and cultural exchange, reinforcing the enduring friendship between Vietnam and Russia.

The newly signed Memorandum of Understanding (MoU) transforms the bilateral cultural cooperation program, agreed upon by the Vietnamese and Russian culture ministries in January 2025, into actionable initiatives. It opens avenues for enhanced heritage conservation, scientific research, professional exchanges, and the global promotion of each nation’s cultural identity.

Thuy assured that her ministry would support both parties in effectively executing the agreed-upon cooperation areas, particularly efforts to internationally disseminate the timeless values of Ho Chi Minh’s legacy.

Le Thi Phuong, Director of the Ho Chi Minh Relic Site, remarked that this MoU marks the first formal agreement between the two institutions, despite a decade of collaboration since 2015. The pact is anticipated to deepen research and heritage preservation efforts.

Saint Petersburg State University, home to the world’s first and only Ho Chi Minh Institute outside Vietnam, stands as one of Russia’s foremost centers of science and culture, founded in 1724. The Ho Chi Minh Relic Site, a special national treasure, safeguards significant locations linked to the late President, including his iconic stilt house—a symbol of national pride and global solidarity.

Both parties anticipate that the MoU will foster joint academic projects, portraying President Ho Chi Minh as both a national liberation hero and a distinguished cultural figure of Vietnam.

Sergey Andryushin, Vice Rector for International Relations at Saint Petersburg State University, expressed that the partnership would not only preserve Ho Chi Minh’s heritage but also strengthen Vietnam-Russia relations.

This MoU coincides with the 75th anniversary of diplomatic ties between the two nations and a decade of collaboration between the university and the relic site. Under the agreement, both sides will focus on key areas such as joint scientific events, student internships, collection of materials related to Ho Chi Minh and bilateral relations, expert exchanges, and co-publishing new works on the President and the history of Vietnam-Russia ties.
