Unlocking Hanoi’s Digital Future: A Revolutionary Public-Private Partnership Framework

THE HANOI TIMES Hanoi is set to collaborate with leading high-tech and strategic technology firms through public-private partnership (PPP) initiatives. These projects aim to tackle critical challenges in science, technology, innovation, and digital transformation.

This initiative is part of a newly approved strategy designed to support businesses in developing cutting-edge digital applications and services within the city’s PPP framework.

The plan identifies shared digital infrastructure and platforms as key focus areas for establishing a robust and sustainable digital ecosystem through PPP agreements.

Additionally, PPP projects will encompass training programs for digital technology professionals and industry talent, alongside the development of supporting facilities.

This comprehensive plan applies to municipal departments, agencies, public institutions, and both domestic and international organizations and enterprises engaged in PPP activities related to science, technology, innovation, and digital transformation.

A significant aspect of the plan involves prioritizing public investment for PPP projects in these sectors. Regarding tax policies, Hanoi will provide businesses with clear guidance on accessing available incentives.

Eligible research and development (R&D) expenses can be claimed as deductible costs at up to 200% of actual expenditures, in accordance with government regulations.

Hanoi is committed to publishing transparent procedures and criteria for state-commissioned research projects and associated funding.

To foster a conducive environment, the city will launch a centralized information portal dedicated to PPP activities in science, technology, innovation, and digital transformation.

This portal will serve as a one-stop resource for legal documents, guidelines, incentive policies, priority research tasks, PPP investment opportunities, and an online platform for businesses to submit project proposals.

In terms of administrative governance, Hanoi will implement a streamlined, one-stop mechanism for receiving and processing PPP project documents at the city’s Public Administration Service Center.

The city will also provide comprehensive guidance on preparing, evaluating, and approving feasibility studies, along with standardized criteria, procedures, templates, and model contracts for PPP projects.

Furthermore, Hanoi will publish a list of priority science and technology tasks eligible for risk-tolerant mechanisms, as well as priority sectors and selection criteria for PPP projects.

To encourage enterprise participation, the city will publicly release key “problem statements” in science, technology, innovation, and digital transformation.

Hanoi will facilitate partnerships between research institutes, universities, and public service units leveraging public assets to collaborate with businesses. Companies will also receive support in accessing and utilizing state-managed data for R&D purposes.

To enhance collaboration, Hanoi will publish a list of strategic partners and key technology enterprises, simplifying the formation of investor consortia. The city will also organize workshops and dialogue forums to clarify policies and address business concerns.

Finally, Hanoi will promote products and public services resulting from these PPP projects to residents through the iHaNoi app.

This PPP plan underscores Hanoi’s unwavering commitment to mobilizing all available resources to accelerate digital transformation and drive advancements in science and technology.
