Prime Minister Pham Minh Chinh presided over the groundbreaking ceremony for the 500 kV Lao Cai – Vinh Yen transmission line project in Vinh Phuc province, northern Vietnam, on March 16. He exhorted all stakeholders to collaborate synergistically to ensure the project’s timely execution.

The Prime Minister delineated six pivotal objectives for the project: expedited progress, heightened quality, cost optimization, augmented safety and efficiency, amplified social welfare, and enhanced environmental conservation relative to antecedent endeavors.

The 500 kV Lao Cai – Vinh Yen transmission line is a strategic national infrastructure initiative sanctioned by the Government, with Vietnam Electricity (EVN) assuming the role of investor. This double-circuit transmission line will traverse a distance of 229.5 kilometers, encompassing 468 tower foundations across four northern provinces: Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc. The total investment allocated for this project surpasses 7.41 trillion VND (approximately 290.41 million USD).

During the ceremony, representatives from EVN, project managers, contractors, and consultants vowed to complete the project ahead of the stipulated timeline, targeting a finish date of September 2, 2025, while upholding technical prowess, environmental sustainability, and social accountability.

Upon its operationalization, the transmission line will possess the capacity to transmit approximately 3,000 MW of electricity generated from hydroelectric plants in the northwestern region to the national grid.

Underscoring Vietnam’s aspiration to attain a GDP growth rate of at least 8%, thereby establishing a foundation for double-digit expansion in the forthcoming years, and an ambitious vision to ascend to the status of a high-income, advanced economy by 2045, the Prime Minister accentuated the pivotal role of energy infrastructure in underpinning economic progression. He emphasized that the growth in electricity capacity must outpace GDP growth by a factor of 1.5.

He instructed EVN to expedite the construction of the 500 kV Lao Cai-Vinh Yen transmission line in a manner akin to their management of the 500 kV Circuit 3 transmission line extending from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), setting an ambitious six-month deadline for completion by August 31, 2025.

Recognizing that the groundbreaking ceremony signifies merely the initial step, the Government leader urged all stakeholders, inclusive of EVN, local administrations, and contractors, to foster efficacious collaboration and address emergent issues in real-time to maintain the project’s momentum.

He charged the provincial leaders with the responsibility of ensuring expeditious land clearance and resettlement, facilitating the transfer of land to the project investor by March, and providing affected residents with alternative housing and sustainable livelihood options. He also advocated for robust inter-ministerial cooperation to collectively overcome any challenges that may arise.

To adhere to the stringent deadline, the Prime Minister advocated for round-the-clock construction activities, encompassing night shifts, work during holidays, and extended hours. He encouraged a culture of urgency and unwavering determination, ensuring that all teams remain steadfastly committed to delivering tangible outcomes.
