THE HANOI TIMES — With a thriving business landscape and a burgeoning economy, Hanoi gears up to recruit nearly 120,000 talented individuals during the second quarter of 2025. This initiative aligns with the city’s ambitious goal of generating 169,000 new employment opportunities throughout the year, as reported by the Hanoi Center for Employment Service, operating under the umbrella of the city’s Department of Home Affairs.

According to the center, as businesses accelerate their operations, the demand for a diverse range of talent is poised to surge across multiple industries during the upcoming quarter. Sectors leading the charge include manufacturing, healthcare, renewable energy, finance, and digital technology. The city’s business-friendly policies and economic stimulus measures have played a catalytic role in invigorating the job market, as highlighted by the agency.
Vu Quang Thanh, Deputy Director of the Hanoi Center for Employment Service, underscores the sustained momentum in hiring activity, particularly evident in March. He anticipates that this trend will persist, predominantly in sectors such as industrial production, trade, services, and technology-driven fields.
A recent labor market survey conducted by the center offers insightful statistics. Out of 1,408 enterprises surveyed, wholesale, retail, and services collectively accounted for a substantial 59% of the total hiring demand, indicative of a robust economic rebound post-Tet (Lunar New Year). Meanwhile, the manufacturing and construction sectors have witnessed a notable uptick of nearly 9.5% in month-over-month hiring, fueled by expanding production capacities and infrastructure development.
The types of roles that employers are actively recruiting for include sales, technical, and service positions, as well as business operations and digital transformation specialists. Interestingly, there is a heightened demand for experienced IT professionals, while the hiring pace for new graduates in this field has somewhat decelerated.
Unskilled workers continue to represent a significant portion of the total hiring needs, constituting 36%, while college graduates account for 33%. Additionally, skilled workers who lack formal degrees make up nearly 10% of the job postings, showcasing the value placed on practical expertise.
Salary packages vary based on skill sets, with 51% of job postings offering VND5 million-VND10 million ($195-$391) per month, typically for general labor and technical roles. Meanwhile, 30% of the jobs offer more competitive salaries ranging from VND10 million to VND20 million ($391-$783) per month, targeting professional and managerial talent.
The city is steadfast in its commitment to enhancing the skill sets of its workforce. One of its key focuses is to increase the percentage of trained workers to 75% while maintaining an unemployment rate below 3%.
Vu Thu Ha, Vice Chairwoman of the Hanoi People’s Committee, emphasizes that achieving these milestones will necessitate bold measures. These include refining social insurance policies, fostering technological advancements, and aligning industrial production processes with the transformative Fourth Industrial Revolution.
Hanoi is also actively restructuring its industrial sector, championing high-tech agriculture, and fostering sustainable market linkages. The tourism industry is another strategic priority, with efforts geared towards crafting distinctive, high-quality experiences that elevate visitor spending and spur job creation.
To ensure sustainable workforce development, the city is diligently implementing a project aimed at enhancing vocational education from 2025 to 2030, with a long-term vision extending to 2035. This encompasses amplifying career guidance programs for students and cultivating stronger collaborations between vocational schools and businesses to address the evolving demands of the labor market.
Hanoi’s proactive employment initiatives have yielded remarkable outcomes. In 2024, the city surpassed its annual target by generating an impressive 225,000 new jobs, reflecting a 36.3% increase.
Bright Hiring Prospects for Q2/2025
ManpowerGroup’s Q2/2025 Employment Survey reveals a robust hiring trend across the Asia-Pacific region, with Vietnam standing out for its promising growth trajectory. The demand for talent is particularly vigorous in the technology, finance, real estate, and consumer services sectors, underscoring long-term economic optimism.
Vo Thi Bich Thuy, Regional Manager South at ManpowerGroup Vietnam, Permanent Recruitment & Executive Search, offers insight into the cautious yet optimistic approach adopted by companies. While they are expanding their workforce, there is a concurrent focus on enhancing productivity. Although hiring is on the rise, Thuy notes that many firms maintain a selective stance, zeroing in on experienced candidates to spearhead strategic initiatives.
