THE HANOI TIMES — Hanoi is set to collaborate with universities, research institutions, and leading companies to foster innovation and technological advancement. By the end of the year, the city plans to launch a network of innovation hubs, as announced by Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee.
These initiatives are in line with the Politburo’s Resolution No. 57-NQ/TW, which emphasizes the development of science and technology. Vice Chairman Dung shared these details during a meeting with Vu Duc Loi, President of the Vietnam-Korea Institute of Science and Technology (VKIST), held on October 31.

“Hanoi is actively exploring more flexible management frameworks, particularly in salary structures, to attract top talent and experts,” stated Vice Chairman Dung.
According to Dung, Hanoi has approved six specialized resolutions aimed at providing tax incentives for individuals and businesses involved in innovation. These resolutions also include funding for equipment procurement, operational support, and policies to strengthen the city’s startup ecosystem.
The city is also developing a smart city initiative centered around the Yen Xuan – Tien Xuan Urban Area, located near the Hoa Lac Hi-Tech Park. This project is expected to drive economic growth and help Hanoi achieve double-digit economic expansion.
“Additionally, Hanoi is considering the integration of semiconductor education into the lower secondary school curriculum to foster technological thinking and skills from a young age,” Dung added.
During the meeting, VKIST President Vu Duc Loi provided insights into the institute’s establishment, objectives, and key achievements over the past decade.
VKIST focuses on eight core research areas aligned with national strategic technologies, including environment, energy, biotechnology, mechatronics, and information technology.
Annually, VKIST develops innovative solutions, many of which have been successfully commercialized to sustain research funding.
The institute also prioritizes training specialized researchers. Since 2017, VKIST has partnered with the Korea Institute of Science and Technology (KIST) to train experts in semiconductor design, fabrication, testing, and packaging.
“These trained professionals will form the core team for VKIST’s semiconductor laboratory once it is operational,” Loi explained.
He further noted that VKIST is implementing a corporate innovation partnership program, where researchers collaborate directly with businesses to analyze production processes and propose technological solutions to enhance productivity.
Preliminary results indicate that participating companies have seen productivity increases of several hundred percent through the application of these research outcomes.
This year, VKIST plans to pilot the program with five high-tech enterprises, with plans to expand it in the coming years.
Vice Chairman Truong Viet Dung commended VKIST’s vision and accomplishments, expressing optimism that the institute will continue to play a vital role in training high-quality labor and supporting Hanoi’s development objectives.
