Hanoi Launches Ambitious Five-Year Blueprint for AI-Driven Smart City Transformation

THE HANOI TIMES — Hanoi is poised to evolve into a cutting-edge smart city, leveraging urban data, digital technologies, and artificial intelligence (AI) to establish a digital government that enhances public services for citizens and businesses alike.

This ambitious vision is outlined in a strategic plan released by the Hanoi People’s Committee on September 8, detailing the roadmap and solutions to transform the capital into a fully integrated smart city by 2030.

The plan positions Hanoi as a pivotal player in national, regional, and global smart city networks, driving economic growth across the Red River Delta, northern key economic zones, and Vietnam as a whole.

At its core, Hanoi aims to lead in data-centric governance, harnessing digital technologies and advanced analytics to streamline operations across government agencies and socio-economic sectors.

With a targeted GRDP growth rate of 8.5% by 2025, the city lays the foundation for double-digit expansion in subsequent years. Citizens remain at the heart of this transformation, with all initiatives focused on elevating quality of life and optimizing public services.

Smart city development also prioritizes robust information security, cybersecurity, and national digital sovereignty to safeguard progress.

Key initiatives include bolstering infrastructure for science, technology, innovation, and digital transformation, while attracting and cultivating top-tier talent.

Hanoi will prioritize intelligent urban solutions such as adaptive traffic management, real-time traffic analytics, contactless toll systems, smart parking, energy optimization, intelligent lighting, and AI-driven water management systems.

The city actively supports smart city pilot projects, serving as incubators for emerging technologies, products, and services aligned with national science, innovation, and digital transformation strategies.

All pilot programs must adhere to strict transparency standards, robust risk management protocols, and public interest safeguards.

Local communes and wards are tasked with pioneering smart urban zones and buildings, integrating advanced technologies like Building Information Modeling (BIM), City Information Modeling (CIM), Geographic Information Systems (GIS), AI-powered GEOAI, and Internet of Things (IoT) solutions.

Additionally, these areas will develop digital twin models to accelerate Hanoi’s smart urban evolution.
