The Hanoi People’s Council unanimously approved this policy on November 27 during its 28th session, aiming to accelerate the adoption of online public services.

The Resolution introduces innovative funding mechanisms designed to incentivize digital engagement. It eliminates various fees and administrative charges under the Council’s jurisdiction, streamlining processes for organizations and citizens alike.

Additionally, the policy allocates resources for digital transformation consultants, administrative procedure overhauls, and enhanced online service delivery across all government tiers, from departments to commune-level committees and the Public Administration Service Center.

Legal document development, review, and codification will adhere to expenditure guidelines outlined in Resolution 197/2025/QH15, Decree 289/2025/ND-CP, and Circular 09/2023/TT-BTC.

The Legal Committee hailed these zero-cost initiatives as pivotal for sustaining momentum post-2025, while simultaneously propelling digital transformation for residents and businesses.

The People’s Council has urged the City People’s Committee to swiftly implement the policy, ensure adequate funding, and amplify public awareness campaigns. These efforts aim to foster broader adoption of online services, ultimately establishing a more transparent, efficient, and user-friendly digital ecosystem for Hanoi.
