Hanoi Greenlights New Social Housing Initiative in Hoai Duc Commune’s Suburban Area

THE HANOI TIMES In a significant move towards addressing housing needs, the Hanoi People’s Committee has greenlit the 1/500 detailed plan for the Duc Thuong Social Housing Complex, spanning 2.7 hectares in Hoai Duc’s suburban commune.

Designed to blend functionality with community living, the complex will feature high-rise residential towers dedicated to social housing, alongside commercial and service amenities. Each building is capped at a maximum of 20 storeys.

Complementing the residential spaces, the development includes essential infrastructure such as access roads, parking facilities, and integrated power and lighting systems.

Upon completion, the complex is projected to accommodate a community of 2,058 residents.

To ensure compliance with legal and financial requirements, Hanoi’s Departments of Finance and Agriculture and Environment have been tasked with guiding the developer through processes related to investment certification, land use, and fiscal responsibilities.

This initiative follows closely on the heels of another social housing project launched in June 2025 in Son Dong Commune (formerly Van Canh Commune, Hoai Duc District), spearheaded by the Housing and Urban Development Corporation (HUD).

Constructed on a 3,306-square-meter plot, the Son Dong project is designed to house approximately 1,600 individuals.

The project comprises a 25-storey tower, complete with two basement levels and 463 apartments. Of these, 352 units are earmarked for sale, while 111 will be available for rent, with apartment sizes ranging from 36.6 to 70 square meters.

With a total investment of VND649 billion (US$24.6 million), the project is slated for completion and handover in Q4/2027.

Under the auspices of Decision No. 444/QD-TTg, Hanoi is mandated to deliver 44,866 social housing units between 2025 and 2030. Specifically, for 2025, the city’s target is set at 4,670 units.

As part of a broader national strategy to construct at least one million social housing units, Hanoi has been allocated one of the highest quotas, with a goal to complete 56,200 units by 2030.

Demonstrating its commitment to this goal, Hanoi anticipates the completion of six projects this year, totaling over 4,700 units, thereby exceeding its annual target.
