HANOI TIMES — Hanoi has warmly embraced a collaborative initiative from Arizona State University (ASU) and the Cintana Alliance, a prestigious global network of forward-thinking universities. This was announced by Truong Viet Dung, Vice Chairman of Hanoi, during a high-level meeting with the alliance’s delegation on September 18.
Led by Chris Hill, Chief Strategy Officer and Regional CEO for APAC and Western Europe at Cintana Education, the delegation visited Hanoi to explore expanded partnership opportunities.

Highlighting the pivotal role of American education in shaping global academic excellence, Vice Chairman Dung expressed enthusiasm for the visit and underscored the immense collaborative potential between Hanoi and the ASU-Cintana Alliance.
He outlined Hanoi’s strategic development objectives, including a targeted GRDP growth of 8% or higher, a robust private sector, and advancements in science and technology to benefit citizens and businesses alike.
“Science, technology, and innovation are the cornerstone of Hanoi’s strategy to achieve these ambitious goals,” stated Dung.
A prime example is the upcoming launch of the CT Innovation Hub 4.0, Vietnam’s pioneering innovation center, slated to open in Hanoi this October.
Additionally, Hanoi is pioneering a “three-pillar” education framework, connecting government, academic institutions, and businesses to cultivate talent for the semiconductor industry—a critical driver of future innovation.
As the first Vietnamese locality to establish a venture capital fund, Hanoi has allocated an initial budget of VND2–2.5 trillion (US$80–100 million) to propel advancements in science, technology, and the startup ecosystem.
“In this dynamic landscape, partnerships with esteemed institutions like ASU and Cintana Education will be instrumental in realizing Hanoi’s vision for innovation-driven growth,” Dung emphasized.
He assured that Hanoi is committed to fostering a conducive environment for international collaboration.
Impressed by Hanoi’s visionary initiatives, CEO Chris Hill reiterated the alliance’s commitment to strengthening ties with Hanoi in education and innovation.
He emphasized the delegation’s mission to position Vietnam as a regional leader in innovation, semiconductors, and artificial intelligence.
“These priorities seamlessly align with the shared objectives of both parties,” Hill noted.
During the meeting, experts from the ASU-Cintana Alliance and Hanoi officials engaged in productive discussions, exploring concrete cooperation initiatives for the immediate future.
Established in 2019, Cintana Education is a global consortium of progressive and developing universities.
In collaboration with Arizona State University, it formed the ASU-Cintana Alliance—an international network of universities spanning the United States and beyond. This alliance is dedicated to creating ecosystems and resources that empower students across diverse disciplines.
