THE HANOI TIMES — Hanoi has unveiled an ambitious initiative to equip 20,000 rural workers annually with vocational training, aiming for 80% workforce proficiency and a 60% certification rate by 2030.
This initiative forms a critical component of Hanoi’s strategic framework, designed to execute Plan No. 316-KH/TU of the Hanoi Party Committee. The plan aligns with the Politburo’s Directive No. 37-CT/TW, which emphasizes the transformation of vocational training for rural labor to align with industrialization and modernization imperatives.

Under this framework, Hanoi pledges to revolutionize vocational education for rural workers, targeting enhanced skill levels, stable employment generation, and income growth in rural communities.
The initiative further bolsters Hanoi’s broader economic restructuring agenda, fostering the development of modern, sustainable agriculture and rural sectors from 2025 to 2035 and beyond.
Central to this strategy is the synchronization of career guidance and vocational training with socioeconomic priorities, underpinned by green and high-tech production methodologies.
To realize these objectives, Hanoi mandates that pertinent departments and local authorities prioritize public awareness initiatives, curriculum modernization, digital literacy programs, and educator professional development.
The plan highlights the critical need for robust financial provisioning, innovative training methodologies, and fortified governance, oversight, and accountability structures within vocational education.
