This event underscored the deep trust, respect, and close ties between the peoples of Vietnam and the European Union.
The choice of Yen Tu, the birthplace of the Truc Lam Zen Buddhist lineage and a UNESCO World Cultural Heritage site since July 12, held profound symbolic meaning. It emphasized the importance of balancing development with cultural identity, respect for nature, and sustainable practices.
Deputy Minister of Foreign Affairs Le Thi Thu Hang highlighted the deep historical and cultural connections between Vietnam and Europe. Over 35 years of diplomatic relations, both sides have achieved notable progress, particularly since the establishment of a comprehensive partnership and cooperation framework in 2012. Cultural and people-to-people exchanges remain the cornerstone of their strong and enduring relationship. Vietnam prioritizes cultural and human development alongside economic, political, and social goals, viewing them as essential for rapid and sustainable national growth.
The event’s shared message emphasized that culture is the foundation of development, a bridge connecting people, and a pathway to a sustainable future. It strengthened understanding and cooperation between Quang Ninh, other Vietnamese localities, the EU Delegation, and European embassies in Hanoi, fostering a comprehensive partnership poised for greater heights.
EU Ambassador to Vietnam Julien Guerrier expressed gratitude for Vietnam’s cooperation and hospitality, affirming Vietnam as a key and trusted EU partner. The year 2025 marks the 35th anniversary of diplomatic relations, symbolizing an increasingly dynamic partnership. The EU has signed several bilateral agreements with Vietnam, most notably the EU-Vietnam Free Trade Agreement (EVFTA), now in its fifth year of implementation. Ambassador Guerrier noted ongoing efforts to elevate the relationship to a comprehensive strategic partnership.

The EU has concluded several bilateral agreements with Vietnam, including the EVFTA, which marks its fifth year in force. Both sides are working together to advance their cooperation to a comprehensive strategic partnership.
For Quang Ninh, culture is a foundational pillar and a driving force for sustainable development. The province boasts two UNESCO World Heritage sites—Ha Long Bay and the Yen Tu–Con Son–Kiep Bac complex—along with 641 historical sites, 362 intangible cultural heritage elements, and the cultural identities of 43 ethnic groups. These assets provide unique resources for developing cultural industries, heritage tourism, and green tourism.
In recent years, Quang Ninh has proactively implemented major cultural and human development programs linked with international integration. Events like the Ha Long Carnaval, Hokkaido Festival, Camellia Tea Festival, and large-scale concerts have become highlights, promoting tourism and showcasing Quang Ninh’s dynamic, creative, and friendly image.
Vice Chairman of the Quang Ninh Provincial People’s Committee Nguyen Van Cong emphasized the province’s commitment to green growth, transitioning from a “brown” to a “green” development model. This approach places people at the center, culture as the foundation, and sustainability as the ultimate goal.
Quang Ninh is expanding international cooperation, with the EU as a key partner in renewable energy, heritage tourism, the green economy, digital transformation, human resource training, and cultural exchange. The province hopes this event will create further opportunities for collaboration with European partners to advance sustainable development projects.
