Minister of Science and Technology Huynh Thanh Dat had an engaging meeting with Cuban Deputy Prime Minister Ines Maria Chapman Waughn and a fruitful discussion with Minister of Science, Technology and Environment of Cuba Elba Roza Perez Montolla on April 21 (local time), according to VietnamPlus.

Previously, on April 20, Dat and his Cuban counterpart signed a Plan to implement the Memorandum of Understanding (MoU) on science and technology cooperation between the two countries, which was inked in 2018 during the official visit to Cuba by General Secretary Nguyen Phu Trong.

During their meeting, Deputy Prime Minister Waughn and Minister Dat focused their discussion on the science and technology cooperation that had taken place between the two countries in recent years, as well as the primary contents of the plan.

The Vietnamese official expressed a strong wish to further strengthen the cooperation between the two countries in the realm of biotechnology, and promised to provide the necessary resources to ensure that the commitments made by both parties are properly executed.

He seized the opportunity to encourage Cuban biotech firms to invest in Vietnam’s high-tech parks.

For her part, Waughn praised Vietnam’s impressive development, citing science and technology as a major contributor. She noted that the Cuban Government has long placed a priority on developing science and technology, and acknowledged the fruitful results of the bilateral science and technology cooperation between the two countries.

She strongly urged the two ministries to increase their collaboration in the fields of biotechnology and information technology. Moreover, she called upon the Vietnamese ministry to provide assistance to Cuba in constructing the Global Innovation Index (GII).

She invited the Vietnamese Ministry to attend an international conference on science, technology, and innovation scheduled for September 16-17 of this year.

The two sides agreed to deepen their collaboration in science and technology, strengthening the special bond between Vietnam and Cuba, and bringing sustainable benefits to the community of scientists and the people of both nations.

Minister of Culture, Sports, and Tourism Nguyen Van Hung held separate talks with Cuban Minister of Culture Alpidio Alonso Grau and Minister of Tourism Juan Carlos García Granda on April 21 in Havana. During the meetings, the ministers discussed strengthening bilateral cooperation in the fields of culture, sports, and tourism.

Minister of Culture Alpidio Alonso Grau has informed his counterpart, Minister Hung, that Cuba will host a forum of culture ministers from the G-77 plus China from May 3-5. The purpose of this gathering is to adopt a joint statement that acknowledges the significant role that culture plays in sustainable development. Minister Grau has extended an invitation to Minister Hung to attend the event and contribute to the compilation of the joint statement, due to Vietnam’s impressive accomplishments in the conservation and advancement of cultural values.

Minister Hung highly praised Cuba’s Presidency of the G77 and showed his support for the nation’s efforts in preparing for the upcoming forum. He accepted the invitation to participate virtually and expressed his intention to give a noteworthy address.

Hung welcomed Cuba’s policy to develop cultural industries and suggested that the country consider producing performance products for export. He stated that his ministry was committed to providing information and connecting firms that were interested in investing in this sector.

The two ministers also discussed other potential areas of collaboration, such as Vietnam providing assistance to Cuba in researching the development of musical instruments, translating Vietnamese books and documents related to arts and culture for the Cuban people, exchanging knowledge on the State management of culture, and organizing cultural exchange programs.

During the talks on tourism, Minister Juan Carlos García Granda urged Vietnamese investors to get involved in specific projects and programmes to develop accommodation facilities and tourism products and services. He underscored that Cuba is eager for Vietnam to become one of its major source markets of tourism.

The Cuban Minister of Tourism has invited their Vietnamese counterpart to attend the International Tourism Fair in May, as part of the year that Cuba is chairing the Group of 77 (G77).

Minister Hung proposed that the Cuban side send a list of 106 tourism projects calling for investment to the Vietnamese Ministry of Culture, Sports and Tourism, so that the ministry can provide information to Vietnamese firms.

He stated that the upcoming visit to Vietnam by Minister Juan Carlos García Granda will provide a unique opportunity for both sides to host a tourism forum and an investment promotion conference. During this event, businesses and associates from both countries will have the chance to connect and sign various cooperation agreements.

On April 21, NA Chairman Vuong Dinh Hue and Cuban Prime Minister Manuel Marrero Cruz attended a Vietnam-Cuba business forum in Havana, as part of the former’s ongoing official visit to the Latin American country, Nhan dan (People) newspaper reported. Both leaders discussed ways to strengthen bilateral trade and investment ties, as well as expand cooperation in various areas, including health and renewable energy. They also encouraged businesses from both countries to take advantage of the potential for partnership. Both sides agreed to continue to support each other in international forums and actively contribute to the development of the bilateral relationship.

Addressing the event, Cuban Vice-President of the Council of Ministers and Minister of Foreign Trade and Investment of Cuba, Ricardo Cabrisas, urged businesses on both sides to explore new avenues for collaboration and take concrete measures to achieve their respective goals.

He asserted that, in light of the complicated global economic landscape, the two sides should discover innovative approaches and solutions to establish strong links in production and collaboration in key areas, thus aligning the bilateral economic and trade relations with the longstanding historical relationship, solidarity, and friendship between the two countries.

Nguyen Thanh Nghi, Vietnam’s Minister of Construction, has highlighted the significance of collaboration in trade and investment in furthering the comprehensive partnership between the two nations. He noted that this cooperation has been a key factor in enhancing the relations between Vietnam and the other country.

Nghi noted that Vietnam is currently the second largest Asian trading partner of Cuba, with two-way trade amounting to a total of approximately $250-350 million annually during the 2015-2020 period.

Vietnam’s major exports to Cuba include rice, electric appliances, electronics, garments, footwear, cosmetics, construction materials, industrial materials, household appliances, and stationery.

Vietnam has mainly imported medicines, vaccines, and medical bio-products from Cuba since the Vietnam-Cuba Trade Agreement came into effect in April 2020. The agreement has created an important legal foundation for businesses in both countries to make full use of preferential tariffs to increase two-way trade to an estimated $500 million per year over the next five years.

In terms of investment, Vietnam is currently the largest Asian investor in Cuba, with five projects that partially satisfy the commodity requirements of the Cuban market, create jobs for local workers, and contribute to the sustainable growth of the local production industry, helping it become self-reliant in all situations.

At the event, NA Chairman Hue, the Cuban Prime Minister, and participants all bore witness to the signing and exchange of cooperation agreements between businesses from both countries in the areas of electricity, oil and gas, construction materials, and aviation.
