The Digital Literacy Revolution: Unveiling the Ultimate Platform for an Inclusive Digital Future

THE HANOI TIMES — On March 26, Prime Minister Pham Minh Chinh inaugurated a platform for the Binh dan hoc vu so (Digital Literacy for All) movement in Hanoi, underscoring its potential to bridge the digital divide, especially in remote and underserved areas.

As a key component, the Ministry of Science and Technology will introduce a national digital learning platform, crafted by the Ministry of Public Security. This platform aims to enhance digital literacy and encourage technology adoption nationwide.

The platform is designed to empower citizens with vital digital skills, fostering a digitally adaptive community while propelling e-government, the digital economy, and a smart society forward.

This initiative echoes a historic literacy campaign that transformed Vietnam’s trajectory. Eight decades ago, as the nation gained independence, over 95% of its people lacked basic literacy skills. President Ho Chi Minh addressed this through the “Binh dan hoc vu” (Mass Education) movement, empowering citizens with knowledge. Just as literacy fueled national development then, digital literacy now holds the key to Vietnam’s future.

Accessible at https://binhdanhocvuso.gov.vn , the platform will offer essential tech knowledge, online courses on digital skills, and guidance on using computers, smart devices, social media, and online public services. It will also instruct users on internet access, cybersecurity, and fraud prevention.

Government agencies are tasked with providing learning materials on the platform while significantly reducing training costs. Additionally, the initiative fosters public-private partnerships to expand digital education.

Chinh emphasized that Digital Literacy for All must become a nationwide movement, closely tied to the ongoing “National Learning Society and Lifelong Learning Promotion Program (2023-2030).”

“This initiative will benefit the nation and its people, propelling Vietnam forward in the digital era,” Chinh asserted.

He urged leaders at all levels to prioritize digital capacity building and digital transformation as a core mission, integrating it with administrative reforms and socio-economic progress.

“Technology enterprises are expected to take the lead in digital skill education,” Chinh added, “by offering accessible platforms and services, and collaborating with the government and citizens in this digital transition.”

The prime minister also advocated for the swift implementation of the National Digital Skills Development Project, integrating digital knowledge and AI into general education. He emphasized investing in digital infrastructure for remote areas and providing digital devices for disadvantaged groups. Community-based digital technology teams, along with initiatives like “Digital Families” and “Digital Rural Areas,” will ensure the spread of digital literacy across all regions.

According to Chinh, the Ministry of Science and Technology and the Ministry of Education and Training will jointly develop a digital competency framework and customize educational materials for diverse demographics.

Through this movement, government officials, workers, and students will enhance their digital capabilities, enabling them to work, learn, and interact more efficiently in the digital realm. The ultimate goal is to ensure that all citizens, including those in rural areas, can access and utilize essential digital services safely and effectively.

Prior to the launch, Prime Minister Chinh visited an exhibition showcasing technological achievements from the Ministry of Public Security, Hanoi University of Science and Technology, and other educational institutions.
