Prime Minister Pham Minh Chinh has urged the northern province of Vinh Phuc to demonstrate heightened determination, stronger efforts, and more drastic actions in economic development. He set the goal of contributing to the nation’s target of over 8% growth for this year and aiming for double-digit expansion in the years to come.

During the working session with the Vinh Phuc Party Committee’s Standing Board on March 16, the Prime Minister advised the province to rejuvenate traditional growth drivers like investment, exports, and consumption. Simultaneously, he encouraged the promotion of new drivers, encompassing digital transformation, green transition, the circular economy, the sharing economy, and the knowledge economy, as well as emerging industries such as semiconductors and AI.

The Prime Minister emphasized the importance of creating an even more business-friendly environment, reducing administrative procedures by at least 30%, establishing a one-stop investment gateway, and exploring public-private partnership models. These steps would help optimize funding and project execution, he noted.

He instructed Vinh Phuc to prioritize the development of social housing and the expansion of infrastructure, with a particular focus on transport infrastructure. Additionally, the province should aim to attract more foreign investment and bolster the growth of the private sector.

The Government leader reminded the province to take decisive and urgent actions to streamline and restructure the political system, ensuring internal consensus and securing public support for its reforms. He also urged Vinh Phuc to strengthen the fight against corruption and pay closer attention to the building of the Party and political system at all levels.

According to the provincial Party Committee, Vinh Phuc has made significant economic strides over the past five years, achieving or surpassing 24 out of 29 key development targets set by the 17th provincial Party Congress.

Vinh Phuc’s GRDP growth for 2021–2025 is projected at 7.4%, with total economic output expected to reach 190 trillion VND (7.45 billion USD) by 2025, a significant increase from 2020. Annual per capita GDP is forecast to rise, and labor productivity is improving at an impressive average rate of 11% per year. FDI attraction is estimated to be well above the original target, and the locality’s budget revenue for 2021–2025 is expected to be substantial, with a notable peak in 2024. Tourism is also booming, with high expectations for visitor numbers and revenue by 2025.

The province aims to reduce the poverty rate to just 0.3% this year. Vinh Phuc also excels in education and healthcare, ranking among the top provinces nationwide. It is one of only six provinces and cities to have successfully eliminated substandard housing under a national program, a remarkable achievement.

To further boost its development, Vinh Phuc proposed initiatives such as developing a scheme for a free trade zone and seeking additional resources for priority projects. They also requested adjustments to the management of part of Tam Dao National Park for the Tam Dao 2 eco-tourism project and approval for the Vinh Phuc Eco-Complex Urban Area project. The province called for the removal of regulatory hurdles that have stalled investment projects, ensuring smooth and efficient progress.

PM Chinh assured that the Government will create optimal conditions and provide suitable policies to support Vinh Phuc’s growth. He encouraged the province to harness its dynamism, creativity, and self-reliance to achieve breakthrough development.
