    At the 8th annual Nordic seminar, “Advancing Leadership in Public Administration: Effective Governance, Innovation, and Digital Transformation,” Associate Professor Dr. Dương Trung Ý, Vice President of the Ho Chi Minh National Academy of Politics, highlighted Vietnam’s ambitious development trajectory. With a vision to become a high-income country by 2045, Vietnam is undergoing significant transformations. General Secretary To Lam has underscored the imperative for comprehensive administrative reform, enhanced leadership capacity, and accelerated digital adoption within the public sector. These reforms are designed to align public administration with the needs and aspirations of the people, thereby fortifying public trust and accountability in governance.

    Dr. Ý remarked, “We are witnessing a world in flux, shaped by revolutionary advancements in science, technology, and digital transformation. Innovation and digital adoption in leadership and public administration are pivotal for Vietnam’s rapid, efficient, and sustainable development.”

    The Associate Professor also drew comparisons with Nordic countries, renowned for their highly developed market economies, high per capita income, and exemplary social equality and welfare systems. Sweden, Denmark, Norway, and Finland consistently rank among the happiest countries globally and are admired for their transparent, efficient, and sustainable public administration practices.

    The success of these nations, according to Dr. Ý, stems not only from their robust public policy frameworks but also from strategic leadership, forward-thinking, and the effective integration of digital technology into state management. The Nordic development model shares similarities with Vietnam’s approach, emphasizing the state’s regulatory role in the market economy while prioritizing social security, welfare, and equality, leaving no one behind.

    “The Nordic model’s emphasis on innovative, digitally-driven, and efficient governance offers invaluable insights for Vietnam,” Dr. Dương Trung Ý asserted. “By adopting Resolution 57 of the Politburo, we can accelerate our nation’s breakthrough development and propel Vietnam towards its aspirational future as a rising power.”

    Finnish Ambassador Keijo Norvanto reinforced the global recognition of Nordic countries for their efficient and adaptive governance systems. He highlighted the lessons in innovation, transparency, and public trust that these nations exemplify.

    Sweden, with its decentralized governance structure, was commended by Swedish Ambassador Johan Ndisi for its inclusivity and innovation, particularly in digital transformation and cross-sectorial collaboration. “Effective governance is inclusive, innovative, and centered around the people it serves,” he remarked.

    Denmark has consistently led the way in e-Government initiatives, while Finland’s success stems from its pioneering decentralization and innovation, resulting in a sustainable governance system that prioritizes its citizens. Ambassador Keijo Norvanto of Finland emphasized, “Public administration serves as the bedrock of society.”

    Ambassador Norvanto elaborated on how decentralized management and a culture of innovation have been instrumental in Finland’s resilient and adaptable governance. He expressed his hope that Vietnam’s future leadership and governance strategies would be inspired by these lessons.

    Norway, meanwhile, strikes a balance between central and local governments while encouraging public participation to foster a more inclusive and flexible governance system.
