Hanoi’s Party Secretary Unveils Key Priorities for Sustainable Growth in 2026

THE HANOI TIMES — Hanoi Party Committee Secretary Nguyen Duy Ngoc has unveiled 12 critical initiatives to drive the city’s 2026 agenda: “Discipline and Professionalism – Breakthrough and Innovation – Efficiency and Sustainability.”

Addressing Hanoi’s 2025 year-end review and 2026 task launch on December 29, Ngoc emphasized that Party committees at all levels must modernize leadership approaches and enhance accountability, with agency heads bearing primary responsibility for outcomes.

He urged rigorous implementation of the 18th Hanoi Party Congress Action Program, the 14th National Party Congress Resolution, central strategic directives, and Party General Secretary To Lam’s guidance for the capital.

Ngoc called on city agencies to expedite institutional reforms outlined in 2025 central conclusions, including Politburo Resolution 15-NQ/TW, the 2024 Capital Law, Hanoi’s centennial master plan, and National Assembly Resolution 258/2025/QH15.

“Assigned committees and agencies must clearly define responsibilities and submit proposals to the Politburo, Government, and National Assembly on schedule,” Ngoc stated.

A 2026 priority, Ngoc noted, is enhancing ward- and commune-level governance to better serve residents, businesses, and society while mobilizing development resources.

“Local Party committees, People’s Councils, and People’s Committees must design economic frameworks tailored to local conditions,” he added.

Ngoc emphasized creating an enabling environment for private sector growth, technological adoption, and digital transformation, with monthly progress reviews.

Ngoc highlighted the transition to a science, technology, and innovation-driven growth model, underpinned by digital transformation.

Hanoi aims to attract total social investment, including foreign and private capital, from the year’s outset, leveraging public investment to steer capital flows, he explained.

“The city targets a minimum 11% GRDP growth in 2026 and throughout 2026-2031,” he declared.

Infrastructure remains a key focus, with Ngoc citing seven projects launched on December 19, 2025, alongside initiatives like the Red River boulevard, Olympic Sports Urban Area, river rehabilitation, urban rail, seven river bridges, ring roads, flood control, and waste management.

He urged all sectors to demonstrate monthly and quarterly progress aligned with Politburo resolutions.

Addressing Challenges for Sustainable Growth

Ngoc identified five persistent challenges—traffic congestion, urban order, pollution, flooding, and food safety—requiring long-term strategic solutions.

“The strategy is to prevent escalation and achieve gradual improvement within a long-term framework,” he explained.

He acknowledged root causes, from inadequate planning to weak coordination, and praised local efforts in urban management, environmental protection, and traffic solutions, including AI-powered enforcement.

For the 16th National Assembly and People’s Council elections, Ngoc stressed procedural compliance, timely execution, and addressing longstanding grievances to ensure smooth proceedings.

National defense, security, and public order remain priorities, alongside safeguarding key facilities and events, he affirmed.

The city will strengthen social welfare, including free school meals, tuition waivers, healthcare exemptions, and annual check-ups, to ensure inclusive growth.

Ngoc directed Party committees to ensure effective performance around the 14th National Party Congress and New Year celebrations, prioritizing safety and cultural richness.

Reflecting on 2025, Ngoc credited strong leadership for the city’s ability to tackle complex tasks efficiently in the final two months, setting a foundation for 2026.

To sustain momentum, Ngoc announced monthly coordination meetings in Q1 2026, transitioning to quarterly sessions as conditions improve.

The Hanoi Party Committee has established a hotline for reporting challenges and best practices, ensuring timely guidance.

“With unity, determination, and responsibility, Hanoi will achieve its 2026 goals and lay a strong foundation for 2026-2030,” Ngoc concluded, reaffirming the city’s commitment to decisive governance.
