President Vo Van Thuong and his wife make an official visit to Japan from November 26 to 30 at the invitation of the Japanese State. The two sides issued a joint statement on upgrading Vietnam – Japan relations to a comprehensive strategic partnership for peace and prosperity in Asia and the world. They also signed a number of cooperation documents between ministries and branches of the two countries. Prime Minister Pham Minh Chinh pays an official visit to Laos on January 11 – 12. This is his first visit to Laos in his capacity as Prime Minister of Vietnam, and he is also the first foreign leader to visit Laos after Lao Prime Minister Sonexay Siphandon is elected. The visit aims to consolidate and strengthen the great friendship, special solidarity, comprehensive cooperation, and trust between the two Parties and States of Vietnam and Laos. In June 2023, Prime Minister Pham Minh Chinh pays a working visit to China where he also attends the 14th Annual Meeting of the New Champions of the World Economic Forum (WEF). From November 30 to December 3, Prime Minister Pham Minh Chinh makes a working visit to Dubai, the United Arab Emirates, where he attends the World Climate Action Summit within the framework of COP28. The PM witnesses the signing and exchange of cooperation documents between the Ministry of Natural Resources and Environment of Vietnam and partners and between Vietnamese businesses and banks with partners.

Chairman of the National Assembly Vuong Dinh Hue pays an official visit to Cuba from April 18-23 at the invitation of the President of the National Assembly of the Peoples Power and head of the State Council of Cuba Esteban Lazo Hernández. The visit aims to promote the traditional friendship and special cooperation between the two countries in various fields such as politics-diplomacy, defense-security; economy-trade-investment; agriculture, and health.
