Prime Minister Pham Minh Chinh has emphasized the importance of cultivating a robust ecosystem that fosters entrepreneurship and innovation among students, believing that the nation’s strength lies in its youth.
At a conference in Ho Chi Minh City on April 20, PM Chinh reviewed the achievements of the support project for student startups, Project 1665, and inaugurated the 7th National Startup Day for Students (SV.STARTUP). He commended the creativity and dynamism of student-led startup initiatives, which have grown with each edition of SV.STARTUP.
Project 1665, launched seven years ago, has reached significant milestones. Educational institutions and provincial/municipal Departments of Education and Training have implemented plans to support student entrepreneurship. Over 42,000 startup projects have been initiated by students across Vietnam. The Ho Chi Minh Communist Youth Union (HCYU) has been instrumental, organizing more than 3,500 startup idea competitions, engaging nearly 480,000 young people, and generating almost 23,000 proposals.
The Prime Minister urged ministries, agencies, and local authorities to refine mechanisms and policies that support student entrepreneurship, particularly in finance, intellectual property, and public-private partnerships. He suggested expanding student startup funds through public capital, creating idea exchange platforms, and establishing mentorship networks at local and institutional levels.
The Ministry of Education and Training is tasked with collaborating with other ministries and agencies to develop startup support centers, creative spaces, incubators, and accelerators within schools. They must also integrate entrepreneurship into the curriculum and design a practical, impactful next phase for the student startup program.
Educational institutions are encouraged to implement innovation policies effectively, invest in modern labs for product research and development, and promote applied scientific research among faculty and students. PM Chinh emphasized the need for collaboration between the state, schools, and enterprises, with businesses taking an active role in investing in and guiding student projects.
The HCYU is urged to expand its “Youth Startup” program, focusing on innovation-driven entrepreneurship in fields like IT, cybersecurity, digital services, medical and educational technologies, environmental and energy technologies, and hi-tech agriculture.
Project 1665 has transformed the education sector’s approach to entrepreneurship, contributing significantly to Vietnam’s startup ecosystem. From 2020-2024, nearly 39,000 startup projects were launched by Vietnamese students, with secondary and high school students initiating almost 9,000. University incubators have nurtured nearly 300 startups since 2020, and over 2,000 educators and 10,000 students have been recognized for their entrepreneurial contributions.
The 2025 SV.STARTUP, co-organized by the Ministry of Education and Training, the HCYU Central Committee, and the municipal People’s Committee, was held from April 18-20. The event featured key forums on innovation in universities, entrepreneurship in vocational education, and fostering startup mindsets. It also included a forum for young tech entrepreneurs, an exhibition of student-led startup projects, and the final round of the “Students with Startup Ideas” competition.

PM Chinh expressed confidence in Vietnam’s 20 million young people, stating that with vision, intellect, and proper guidance, they will drive advancements in science and technology. He believes they will fulfill the historic mission of elevating Vietnam’s global position in the digital era and lead the country towards becoming a hub for innovation.
