This comprehensive document provides clear instructions to relevant departments, agencies, and district-level people’s committees on the proper procedures for issuing licenses and certificates to businesses operating in security and public order-related fields. Additionally, it emphasizes the importance of regular information exchange with the police regarding the issuance and revocation of such licenses and certificates.
Compliance with legislation on seal management, identity cards, and the National Population Database, including electronic identification systems, is highlighted as a key priority. Annual audits by local authorities will ensure that regulations on seal management are adhered to.
At the district and commune levels, People’s Committees are entrusted with the crucial task of implementing and enforcing laws and policies pertaining to conditional business sectors. They also oversee other agencies and units to ensure consistent adherence to these rules.
The Hanoi People’s Committee has requested the city’s police to intensify their efforts in preventing and combating crimes associated with these business sectors. Increased inspections and strict enforcement of laws related to security, identity cards, and the National Population Database are also part of their mandate.
Furthermore, the local authorities are committed to expediting the processing of administrative procedures through the online public service portal. Public education campaigns will be initiated to foster awareness and encourage compliance, particularly regarding seal management practices.
