THE HANOI CHRONICLE — In a bid to streamline local governance, Hanoi’s administration has embarked on a pilot program, delegating 331 administrative procedures to the commune and ward levels, marking a significant step towards a two-tier local government system.

This strategic move is outlined in Decision No. 3076, which was signed on June 19 by Nguyen Trong Dong, Vice Chairman of the Hanoi People’s Committee.

The decision underscores the committee’s commitment to empowering the commune and ward levels by transferring a comprehensive list of procedures to be executed during this experimental stage.

Of the 331 procedures, 64 administrative catalogs previously under the purview of municipal departments and agencies, along with those managed by district-level committees, will now be handled at the commune level, offering a more accessible and localized service to citizens.

The pilot, which runs from June 20-26, will witness the city’s Public Administrative Service Center collaborating with various agencies to streamline procedures on the municipal information system, ensuring a seamless and efficient experience for all during this trial period.
