Streamlining Public Services in Hanoi: Reducing Red Tape for Citizens

THE HANOI CHRONICLE — Hanoi’s government agencies have been instructed to streamline administrative procedures and prevent any additional burden on citizens in terms of paperwork, time, and cost.

The Hanoi People’s Committee has issued directives on efficiently managing administrative tasks following the restructuring of local government units.

“It is imperative that all departments ensure uninterrupted execution of administrative procedures,” stated the committee’s document. “Citizens and businesses should not be burdened with resubmitting documents or repeating processes they have already completed.”

The Hanoi People’s Committee has mandated a comprehensive review of administrative procedures by all agencies.

Departments are tasked with maintaining quality control over draft decisions and promptly publishing administrative procedures, adhering to the established regulations. Additionally, they must reorganize and simplify processes to facilitate the digital transformation agenda, aiming to deliver 100% of public services online through the National Public Service Portal. This initiative ensures equitable access to public services for all city residents, regardless of their location.

The Hanoi Public Administrative Service Center holds responsibility for the timely and continuous processing of administrative procedures. During the transition period, no extra requirements, conditions, or costs should be imposed on citizens.

The center is also entrusted with overseeing document transfers and authorizing electronic workflows for updated procedures, subsequently published on the city’s administrative platform.

Concurrently, grassroots authorities are to collaborate closely with relevant departments and the Hanoi Administrative Service Center to ensure the seamless processing of applications received before June 30, 2025, thereby maintaining uninterrupted services for all.
