THE HANOI TIMES — In a bold move to combat persistent urban flooding, Hanoi has unveiled a VND24 trillion (US$911 million) investment plan targeting 18 critical projects, as announced by the municipal People’s Committee.
The strategy prioritizes seven urgent initiatives while accelerating progress on 11 existing projects, aiming to transform the city’s drainage infrastructure.

This comprehensive plan focuses on expediting drainage system development, eliminating bottlenecks, and aligning with approved urban planning frameworks.
With climate change intensifying rainfall patterns, Hanoi is fast-tracking emergency investments to mitigate flood risks across vulnerable areas.
Seven high-priority projects, valued at over VND7.8 trillion (US$296 million), are slated for completion ahead of the 2026 rainy season.
Key initiatives include a VND163 billion (US$6.5 million) upgrade to enhance pumping station capacity, deploy temporary pumps, and expand drainage networks along Thang Long Boulevard.
Additionally, a VND700 billion (US$26.6 million) rehabilitation project targets the Kim Nguu River’s downstream segment, connecting it to the Yen So pumping station.
Another critical intervention, costing VND869 billion (US$33 million), aims to upgrade drainage systems in flood-prone urban zones such as Resco, Ecohome, West West Lake, Ngoai Giao Doan, Ciputra, Long Bien Ward, and Dong Anh and Gia Lam communes.
Further emergency measures encompass the VND262 billion (US$9.9 million) restoration of the Thuy Phuong Canal to bolster To Lich River water levels and reduce localized flooding, a VND890 billion (US$34 million) dredging project for the Nhue River’s main channel (Phase 1), and the construction of 12 lakes at a cost exceeding VND4.3 trillion (US$166 million) to enhance drainage capacity.
Concurrently, Hanoi will advance 11 ongoing drainage projects under the 2021–2025 public investment plan, totaling over VND17 trillion (US$646 million).
Notable among these are the VND5.2 trillion (US$197.5 million) expansion of the Dong My drainage pumping station system and the VND3 trillion (US$114 million) development of the Lien Mac pumping station in Tu Liem Ward (Phase 1).
Looking ahead, the city will revise its drainage master plan through 2045, with a visionary outlook to 2065, and formulate a dedicated ground elevation and drainage strategy.
Hanoi is also finalizing a 2026–2030 inner-city flood prevention plan and crafting a medium-term roadmap for drainage and wastewater management.
In recent years, Hanoi’s residents have endured recurrent, severe flooding from heavy rains, causing extensive property damage, disrupting daily life, and underscoring the imperative for these transformative measures.
